[WT논평]디지털 시대의 테러

It is an irony of the digital age that technology has aided the security forces in detecting and thwarting terrorist operations and has helped terrorists do their evil.

Let's look at Iraq's Sunni triangle where Connecticut Democratic Sen. Joe Lieberman, after a recent trip, observed there are "roughly 10,000 terrorists who are either Saddam revanchists, Iraqi Islamic extremists or al Qaeda foreign fighters." In Iraq, Mr. Lieberman writes, "[t]here are more ... satellite television dishes on the roofs, and literally millions more cell phones in Iraqi hands than before." Mr. Lieberman exhorts us to stay the course in Iraq.

Then there is France, where Islamic rioters, mostly outside Paris but scattered as well throughout the country, have run amok. French authorities say the car burnings were orchestrated and organized on blogs and executed with cell phones. Technology is key to the European jihadis.

Journalist Arnaud de Borchgrave reports that, "For the last two years, youngsters have been proselytized via the Internet to become jihadis for the Iraqi insurgency. They use the Internet to locate mosques in Syria and Jordan where they can find shelter on the way to Iraq, as well as places to report for training and combat assignments."

Cell phones and the Internet were a key in coordinated suicide attacks in the July 7 and July 21 London subway bombings.

And let's look at the suicide terrorist attack against three Amman Jordan hotels, ordered by Abu Musab Zarqawi, the al Qaeda leader in Iraq, and carried out by Iraqis. Here's yet another coordinated attack which had to be facilitated by hi-tech communications.

High-tech communication is not the only weapon at the disposal of the digital terrorist. Experts firmly believe the next terrorist attack in the U.S. will be coupled with an act of "cyber-terror," calculated to disrupt or paralyze the economy.

Face it: to be effective, terrorists must be computer literate. And to be really effective, they must be able to communicate instantly, at considerable distance and often in encrypted algorithmic messages.

Writing about the "River War" in the Sudan in 1900, Winston Churchill warned against the dangers fanatical Islam posed to Western civilization, observing not without prescience that "were it not that [Europe] is sheltered in the strong arms of science ... it might fall as fell the civilization of ancient Rome." 기술이 보안부대의 테러 활동 탐지와 저지를 돕고 테러분자들의 행위를 돕는 것은 디지털 시대의 역설이다.

조지 리버먼 미국 상원의원(코네티컷)이 최근 현지를 방문한 후 소견을 밝힌 이라크의 수니 트라이앵글을 살펴보자. 그는 그곳에 "사담의 권력 회복을 노리는 사람이거나 이슬람 과격주의자이거나 혹은 알 카에다의 외국인 전사가 대략 1만명 정도 있다"고 밝혔다. 그리고 "이라크에는 과거보다 더 많은 TV 위성수신기가 가옥의 지붕에 설치돼 있고 이라크인들이 수백만대의 휴대전화를 더 소유하고 있는 것이 사실"이라고 썼다. 리버먼은 미국이 이라크에서의 진로를 그대로 유지할 것을 권고한다.

그다음에 프랑스가 있다. 대부분 파리 교외에 거주하지만 전국에 흩어져 사는 이슬람 폭도들이 난동을 부렸다. 자동차 방화는 블로그 상으로 조정과 조직이 이루어졌고, 휴대전화로 실행에 옮겨졌다고 프랑스 당국자들은 말한다. 기술은 유럽 지하드(성전 전사)들의 핵심 수단이다.

언론인인 아노 드 보그라브는 "지난 2년 동안 청년들은 인터넷을 통해 이라크 반란의 성전 전사로 개종되었다. 그들은 인터넷을 이용하여 시리아와 요르단의 이슬람 사원의 위치를 찾는다. 그들은 이라크로 가는 도중 그곳을 훈련과 전투 임무에 대한 보고와 은신 장소로 이용한다"고 전한다.

휴대전화와 인터넷은 7월 7일과 21일 런던 지하철의 자살폭탄 공격 실행 조정의 핵심 요소였다.

이라크의 알 카에다 지도자 아부 무사브 자르카위가 지시하여 이라크인들이 실행에 옮긴 요르단의 암만 소재 3개 호텔에 대한 자살테러 공격을 살펴보자. 여기서도 또 다른 조정된 공격이 첨단 통신에 의해 원활히 수행되었다.

첨단 통신은 디지털 기술을 이용하는 테러분자의 유일한 무기가 아니다. 미국에 대한 다음 테러 공격은 경제 마비를 계산에 넣은 '사이버 테러'와 병행될 것으로 전문가들은 굳게 믿는다.

다음과 같은 현실을 직시하자. 효과적 활동을 벌이기 위해 테러분자들은 컴퓨터 관련 지식을 가져야 한다. 그들은 실제로 더 큰 효과를 발휘하기 위해 상당한 거리에서 암호화한 메시지를 즉각적으로 주고받을 수 있는 능력을 갖추어야 한다.

윈스턴 처칠은 1900년 수단의 '강의 전쟁'에 관해 집필하면서 이슬람 광신도들이 서구문명에 가하는 위협을 다음과 같이 경고했는데 이는 선견지명이 있는 견해였다. "유럽이 과학의 강력한 힘에 의해 보호받지 못할 경우… 유럽은 고대 로마 문명처럼 무너질 수 있다."
